March 3rd, 2026

I-81 Viaduct Project Update (Burt Street & Almond Street)

Construction on Burt Street began on March 3 as part of the I-81 Viaduct Project, impacting access to Toomey Abbott Towers (TAT) and nearby parking. Work on Burt Street is expected to be completed by November 2026, while construction along Almond Street will continue through Summer 2028. Residents may experience changes to traffic patterns and daily routines as construction progresses. Resources are available to address construction-related concerns, including dust control and safe access. AOT Rehabilitation Advances to Next Phase

Almus Olver Towers (AOT) rehabilitation continues to make strong progress. Wing A renovation was completed on December 15, and residents have since begun moving back into their newly updated apartments. With this milestone achieved, Wing B has now been fully vacated and construction is officially underway. We extend our sincere thanks to Hueber-Breuer and Ashley McGraw for their continued hard work and valued partnership throughout this process.

MBS and SHA Kick Off Demolition of McKinney Manor

MBS and SHA commenced the demolition of McKinney Manor to clear the way for East Adams Phase 1, Phase 3, the future Children Rising Center, and a new linear park. The demolition is funded through HUD’s Choice Neighborhoods Grant.

SHA & MBS Close Financing to Launch $102M East Adams Phase 1

The Syracuse Housing Authority and McCormack Baron Salazar have officially closed financing on East Adams Phase 1, launching the first vertical construction in the transformational, multi-phase redevelopment of the neighborhood. This $102 million investment will deliver 132 mixed-income homes, upgraded infrastructure, and modern community amenities, marking a major milestone toward revitalizing East Adams into a vibrant, inclusive community.

MBS and SHA kickoff Phase 2 brownfield remediation

We’ve officially started environmental cleanup at the future site of Phase 2, located at Burt and State Street. This work clears the way for 125 new senior housing units and is being done with strict safety protocols to protect the community.

MBS and SHA Close on AOT Renovation, Construction Begins

McCormack Baron Salazar and the Syracuse Housing Authority have closed on the $98 million renovation of Almus Olver Towers (AOT), funded by New York State Homes and Community Renewal and the Royal Bank of Canada. This comprehensive modernization will upgrade all major building systems, provide heating and cooling through a new geothermal system, and deliver long-overdue improvements to the living spaces of our residents.

HUD Awards SHA and City of Syracuse $50M Choice Neighborhoods Grant

The East Adams Transformation Plan got a major boost with a $50M HUD grant to build more than 1,400 units of housing, upgrade infrastructure, create parks and wellness spaces, support residents and local businesses, and more!

Fall 2023

HUD CHOICE Application Submitted

SHA and City prepare to submit a HUD CHOICE Neighborhood application to support the New 15th Ward/East Adams Transformation.

Summer 2022

Predevelopment of Phases I and II Begins

Following the completion of master planning, MBS and SHA began predevelopment on AOT, Phase I, and Phase II.

Spring 2021

Community Engagement Begins

SHA, City of Syracuse, Blueprint 15, and MBS engaged residents in master planning processes surrounding redevelopment of McKinney Manor, Pioneer Homes, Central Village, and Almus Olver Towers (AOT).

McCormack Baron Salazar becomes Development Partner

SHA procured the master developer, McCormack Baron Salazar (MBS) to refine the master plan.
